Information

​Since 2013, the Town of Saint-Quentin has used the services of the North-West Regional Service Commission (CSRNO) regarding all matters affecting urban planning in the municipality. The CSRNO’s mandate is to enforce our zoning, subdivision and construction by-laws, as well as the municipal development plan. These documents are available here.
All these orders are adopted under the Urban Planning Act. Also, the CSRNO, through the Planning Review Committee (PRC), has the power to authorize certain exemptions regarding the use of lots, the planned use of buildings, the location of streets, etc.

For any questions relating to your new projects, please contact the CSRNO directly at 506 735 2126.
Those who wish to meet the building inspector must make an appointment 24 hours in advance.

If you wish to apply for a permit, please go to Town Hall with all the details of your project and municipal staff will help you with the process. It is also possible to initiate your request directly with the CSRNO.

Building permit

Whether it is to redo a roof, repair a porch, add a shed, a fence or other renovation carried out on your property, it is very important to check whether a building permit is necessary.

Planning permission

No one may change the use assigned to a piece of land, a building or a construction without first obtaining a development permit. With regard to professional activities carried out at home or the addition of a swimming pool, a sign, the moving of a shed or
other changes to your property, you must also obtain planning permission.
In addition, this applies to winter shelters (tempo shelters).

IMPORTANT

All work undertaken before obtaining a permit will be subject to additional fees, i.e. double the pre-established fees under article 12(1)(C) of construction By-Law NO 13-2015.  In order to avoid additional expenses, it is therefore preferable that any permit application be submitted one month before the planned date of the work.

Here is a summary of some sections of Zoning By-law 27-2018 that usually raise questions and require a permit:


Winter shelter / temporary shelter
Article 3.3.13
From October 15 of one year to May 15 of
the following year, it is permitted to erect only one
temporary shelter per dwelling.


Pool
Definition and Article 3.3.8
Any swimming pool whose wall is at a height
minimum of 0.6 meters (2 feet) from the
ground level must be surrounded by an enclosure.


Accessory building
Article 3.3
The number of accessory buildings (garage,
shed, etc.) on the same lot must not
exceed two.

Taught
Definition and Article 3.6

The signs have regulations
specific and complex according to their category and the zoning of the property. In addition, the sign must
be erected on the same land as the product, the
service or construction to which it is assigned
reports.

 

Professional activity at home
Article 3.7
Certain uses and activities are authorized by
the zoning order. However, the activity cannot
not be established in a building or a
accessory structure. Moreover, the dimensions of the
premises used are prescribed by the decree.
